Buying, selling, or getting a mortgage in Spain? Without this document, you’re stuck.

As of August 12, if you want to buy a home with a mortgage, sell your property, or refinance in Spain, you must have a valid Energy Efficiency Certificate (EEC).
No exceptions. Without it, property appraisers won’t even get started.

Thinking:
“I’ll sort that out later, shouldn’t be a problem…”?

What changed?

The new rule comes from Order ECM/599/2025, which updates Spain’s mortgage property valuation regulations.
Now, the Energy Efficiency Certificate is a mandatory document for all mortgage valuations.

The bank needs it.
The appraiser needs it.
And if you don’t have it, the process stops cold.


Here’s what it means for you:

  • Selling a home? If the buyer needs a mortgage, you must provide the EEC upfront.

  • Buying a home? Before paying any deposit or signing contracts, check that the property has a valid and registered EEC — or you risk delays.

  • Getting your property appraised? The appraiser legally can’t issue the report without the EEC.

  • Applying for a mortgage? The bank will verify that the EEC is up to date and properly filed.

This is not optional.
No certificate = no valuation.
No valuation = no mortgage.
And without a mortgage, the deal goes nowhere.


So, what is the Energy Efficiency Certificate?

It’s an official report that shows how much energy a home consumes under normal conditions, and how efficiently it uses that energy.
Properties are rated from A (most efficient) to G (least efficient).

This rating now plays a direct role in the property’s valuation — and the bank pays attention to it.


Who can issue this certificate?

Previously, only architects and engineers could do it.
Now, thanks to Royal Decree 659/2025, other qualified professionals (with proper training and accreditation) can issue certificates for finished buildings.
